Subject: Thank you for voting to Oppose NMGC's proposed LNG plant in Rio Rancho

Message:

Thank you for voting yes to approve the Bernalillo County Resolution opposing the New Mexico Gas Company’s (NMGC) proposed Liquefied Natural Gas (LNG) plant near the Double Eagle airport and the Ventana Ranch community. The proposed plant is not in the public interest because: 1. It is not economical; NMGC has failed in its burden of proof that its LNG proposal makes economic sense. The proposed plant will increase gas prices without reducing potential price volatility. The plant will cost at least $180 million and alleges that it will potentially (at best) save ratepayers $44 million in case of a rare extreme winter storm. That's not a good investment, and it’s not fair to ratepayers who are being asked to foot the bill. 2. The LNG proposal is not necessary; NMGC has successfully resolved security of supply in the event of an interruption. Demand for natural gas has remained constant for many years, and the issues that caused a temporary decrease in supply during winter storm Uri from NMGC's current supplier, Keystone, have not only been resolved, but they caused no shortage for customers because NMGC was able to obtain needed gas from other suppliers in the immediate region. Reliability was not the issue during winter storm Uri, price volatility was. 3. NMGC is located in a populated area; the risks to people and the environment are contrary to law. NMGC’s application repeatedly states that the plant will be located in an “unpopulated” area, but the site is located within just a few miles of residential communities where numerous schools, community centers, tens of thousands of homes and the Petroglyph National Monument are located. Proposed expansion of the Double Eagle Airport and the Ventana West community will bring even more people into the area. 4. The risks outweigh the benefits by far. The proposed LNG facility poses a dangerous threat to the local community and to drivers throughout New Mexico. Liquefied Natural Gas and the chemical refrigerants necessary for liquefaction can leak and form low lying vapor clouds that are highly flammable and difficult to extinguish. Dangers from liquefaction, storage, re-gasification, and the potential transportation of LNG by tanker trucks pose significant potential dangers to the nearby community and to drivers on NM roads. Leaks can further impact air quality in the Rio Rancho area, a community already struggling with cumulative pollution from industry, transportation, and oil and gas extraction that worsen air quality. 5. NMGC’s proposed plant is at odds with New Mexico’s climate goals and climate science. Investment in new fossil fuel infrastructure makes a transition to low or zero carbon energy more difficult. When companies invest millions in expensive fossil fuel plants, they are incentivized to continue using that plant as long as possible. The building of such a capital-intensive fossil fuel project would only lock us into more fossil fuel use for decades.
